Lewes and Eastbourne share a council website, but their planning works differently. Since 1 April 2026, the South Downs National Park Authority has processed all planning applications in the Lewes District part of the Park directly, and Lewes, the largest town in the National Park, falls inside it. Eastbourne Borough Council handles planning in Eastbourne. This guide takes each town in turn after the prices.

Lewes: planning in a National Park
The South Downs National Park Authority’s Lewes planning FAQ confirms that from 1 April 2026 it processes all applications in the Lewes District directly. So if your Lewes home needs planning permission or listed building consent for air conditioning, the application goes to the National Park Authority, not the district council.
The national permitted development rules still apply inside a National Park. If your home is also in a conservation area, or is listed, the position needs more thought. In a conservation area, an outdoor unit on a wall or roof that fronts a road isn’t permitted development. Listed buildings need listed building consent for most external work. Expect the position to be the main design question, and a longer pipe run to a rear garden or yard to be the main cost factor.

Eastbourne: sea air and seafront buildings
Eastbourne has a long seafront, and units near it need protecting from salt. We look for a sheltered position, check whether a coated coil or coastal version exists for the model and price it as an option, and recommend regular coil cleaning. Our salt air guide explains why.
Eastbourne Borough Council has several conservation areas, including Meads and Torfield, and Article 4 directions in some, such as The Park Close. If your seafront home is a flat, you need the building owner’s consent and have a smaller permitted development limit (0.6 m³). What drives the price in either town
The biggest factors are the same in both. A ground-level outdoor unit close to the room is the cheapest set-up. Costs rise with a long or awkward pipe route, a high wall that needs access equipment, a solid wall to core-drill, a condensate pump where there’s no fall to a drain, or a consumer unit that needs upgrading. In Lewes, a hidden position chosen for planning reasons often means a longer route. In Eastbourne, a sheltered position away from the sea air can do the same. Check before you buy
The councils’ planning permission page is a useful first stop. The national rules are on the Planning Portal: a heat pump on a house can be permitted development if the outdoor unit is no more than 1.5 m³, it meets MCS 020(a), it isn’t used only for cooling, and it’s sited as the rules require. Air-to-air heat pumps are included since 2025. Cooling-only units need a planning check.
Grants and VAT
The Boiler Upgrade Scheme offers £2,500 towards an air-to-air heat pump that replaces fossil-fuel heating and meets the full heating demand, or £7,500 for air-to-water. It must be fitted by an MCS-certified installer, homes only. We make the application.
