Camberley’s conservation areas
Surrey Heath lists two conservation areas in Camberley: the former Royal Military Academy Staff College on London Road, and Upper Gordon Road to Church Hill. If your home is in either, an outdoor unit must not go on a wall or roof facing a road under permitted development. Listed buildings need separate consent.
Woking’s conservation areas
Woking Borough Council has 27 conservation areas and an interactive map on its heritage page. Check there before choosing a position at the front of the house. If you’re in one, plan for a rear or side position, which may mean a longer pipe run and a slightly higher price.

What moves a Woking or Camberley price
Within each band, the price depends on a few practical things we measure on the survey:
- distance between the indoor and outdoor units, and how the pipes are hidden;
- height: a unit high on a wall needs brackets and safe access, while a ground-level spot doesn’t;
- walls: solid walls take longer to drill than cavity walls;
- drainage: if condensate can’t fall to a drain, a small pump is added;
- electrics: a new circuit is always needed, and a full consumer unit may need replacing.

Flats and town centre offices
If you live in a flat, the outside walls and roof usually belong to the building owner, so you’ll need written consent before an outdoor unit goes up. National rules for houses
The Planning Portal sets the test. Planning permission isn’t needed for an air source heat pump on a house when the outdoor unit measures no more than 1.5 m³, it meets MCS 020(a), it isn’t used only for cooling and it isn’t on a pitched roof or in the grounds of a listed building. Air-to-air systems have been included since 2025. A cooling-only unit needs a check with the council.
Grants and VAT
The Boiler Upgrade Scheme has a £2,500 grant for air-to-air systems that take over all of your home’s heating from a fossil-fuel boiler, or £7,500 for air-to-water. It must be fitted by an MCS-certified installer and isn’t available as an add-on to a boiler. HMRC’s Notice 708/6 zero-rates qualifying heat pumps in homes until 31 March 2027, then 5%.
