Reigate and Redhill sit next to each other in Reigate and Banstead Borough. The borough’s heritage map shows conservation areas in both towns. From 1 April 2027 the borough becomes part of the new East Surrey Council. This guide explains our prices, the cost factors we look at on a survey and the local planning picture.
Our price bands
For homes, all + VAT, with equipment, fitting, commissioning and F-Gas documentation included:
- £1,200–£2,200 for one room;
- £2,800–£4,500 for two rooms;
- £4,500–£8,500 for three to five rooms;
- £8,000–£16,000 for an air-to-water heat pump, before the £7,500 grant.
Servicing is £95–£150 and a repair visit starts at £75 for diagnosis. Offices, shops and VRF systems are priced after a survey.
Conservation areas in each town

In a conservation area, permitted development for a heat pump excludes an outdoor unit on a wall or roof fronting a road, or one nearer the road than the house. Listed buildings need listed building consent for most external work.
What we look at on the survey
- The room: size, glazing and aspect, to size the unit correctly.
- The outdoor position: as close to the room as the rules and the layout allow, with good airflow and away from neighbours’ windows.
- The route: pipes, cable and condensate. Short and direct is cheapest.
- The walls: solid walls take longer to core-drill than cavity walls.
- The electrics: space for a new circuit, which as an NICEIC approved firm we fit and certify.

Choosing a quiet position
Noise is part of the permitted development test, through MCS 020(a), and it matters to neighbours. On closely spaced streets we look for a spot that isn’t right below a bedroom window, ours or next door’s, and that lets air flow easily around the unit. Anti-vibration feet or brackets help too. Flats and offices
If you own a flat, you’ll usually need the building owner’s written consent for anything fixed outside, and the permitted development limit for a heat pump on a flat is 0.6 m³. See our leasehold guide; this is general information, not legal advice.
For offices and shops, we look at ceiling voids, roof access, landlord rules and working hours. Larger systems bring regular F-Gas leak checks and may need TM44 inspections. See our commercial air conditioning page.
Planning
The Planning Portal sets out the national test: outdoor unit no more than 1.5 m³, compliant with MCS 020(a), not used solely for cooling, not on a pitched roof, at least 1 m from the edge of a flat roof. Air-to-air heat pumps have been included since 2025. A cooling-only unit needs checking with the council.

Grants and VAT
The Boiler Upgrade Scheme gives £2,500 when an air-to-air system replaces your gas or oil heating outright and meets the full heating need, or £7,500 towards air-to-water. It can’t be used for a unit alongside a boiler. We’re MCS certified and apply for you.
If you order before 1 April 2027, a qualifying heat pump in your home carries no VAT; after that date the rate is 5%, under HMRC Notice 708/6. We confirm the VAT on your quote. Businesses pay the standard rate. General guidance, not tax advice.
