The London Borough of Croydon runs from a busy town centre out to quieter suburbs such as Kenley and Addington. The price of air conditioning here depends more on the kind of building than on the postcode. So this guide is organised by building: flats, houses and business premises, followed by the borough’s planning rules and the national grant and VAT position.

If you live in a flat
Most flat owners are leaseholders. The outside walls, roof and balconies are usually the landlord’s, so you’ll need written consent before an outdoor unit is fixed or pipes are run. Your lease may set out the process and any fee. In a block, the managing agent may want product data, a drawing and our insurance details.
Even with consent, planning rules for flats are stricter than for houses: the permitted development limit is 0.6 m³ and other conditions apply. If you live in a house
In a house with a garden, the outdoor unit can often sit at ground level at the back, close to the room, which keeps the price down. Front bedrooms, pipe runs through several floors and a full consumer unit all push it up. As an NICEIC approved firm we fit and certify the new circuit, shown as its own line on the quote.

Business jobs start with a survey. We look at ceiling voids for cassette or ducted units, where outdoor plant can go, the landlord’s rules, and when we can work without disrupting trade. Parking
Many Croydon streets, especially near the centre, have controlled parking. Tell us at the survey stage where our van can park and how to reach the property, including lifts, stairs and loading bays. That helps us plan the day and price it properly.
Conservation areas and Article 4
Croydon Council says there are 21 conservation areas in the borough. Its directory includes Central Croydon, Croydon Minster, Church Street, Addington Village and Bradmore Green. Some areas, including Chatsworth Road, The Waldrons and Kenley Aerodrome, are covered by Article 4 directions, which remove certain permitted development rights.
In any conservation area, an outdoor unit on a wall or roof facing a road isn’t permitted development. Listed buildings need listed building consent. If you’re in one of these areas, we look for a rear or hidden position first.
National rules
The Planning Portal lets a house have a heat pump without an application if its outdoor unit is 1.5 m³ or less, it meets MCS 020(a), it’s not used only for cooling and it isn’t on a pitched roof. Air-to-air heat pumps are included since 2025. A cooling-only unit is not, so the council would need to be asked.
Grants and VAT
The Boiler Upgrade Scheme applies in London: £2,500 where an air-to-air heat pump becomes the only heating for the whole home in place of gas or oil, £7,500 for air-to-water. It can’t be an add-on to a boiler. HMRC’s Notice 708/6 zero-rates qualifying heat pumps in homes until 31 March 2027, then 5%. We confirm the VAT on your quote.
